A wide body of scientific literature tells us that laws restricting private access to firearms can protect our loved ones from preventable injury and death. Findings from this research reinforce the importance of recent federal gun control laws and can inform the public discourse as gun lobby groups and their political allies seek to discredit them. The study should also spark the federal Liberal government to finally follow through on its promise to close the loopholes in its 2020 assault weapons ban, proceed with a buyback of such firearms, and prevent new firearms with similar characteristics to the banned weapons from entering the market.&nbsp;<br />&nbsp;<br />&ldquo;This latest study reinforces what the wide body of scientific literature and common sense has told us for decades, public laws that restrict private access to firearms prevent injury and death,&rdquo; said Dr. Najma Ahmed, a trauma surgeon and Chair of Canadian Doctors for Protection from Guns (CDPG), and one of the many contributors to the study. &nbsp;&nbsp;<br />&nbsp;<br />As part of the research, legislation from 13 different countries was studied for its impact on rates of homicides, suicides, femicides and mass shootings. The study found that &ldquo;restrictive, national level bans without sunset provisions are the most effective way to reduce reducing firearm mortality.&rdquo; Research also revealed that prevention-focused measures of revoking firearms or suspending gun licenses from those at high-risk may reduce suicides, mass shootings, and domestic violence. Additional observations included the reduction of firearm violence linked to background checks, and reduction of suicides by firearm with policies restricting access to this type of lethal means.<br />&nbsp;<br />Federal legislation passed in 2019, C-71, increased mandatory background checks for new firearm licenses from five years to lifetime checks. However, implementation of the Red Flag Law provision in 2021&rsquo;s federal legislation C-21 remains in progress. CDPG calls on Public Safety Minister Dominic LeBlanc to move forward on this critical measure.<br />&nbsp;<br />&ldquo;There was already good evidence, now enhanced by this study, that intervening to remove firearms from someone at risk of violence to themselves or others can be effective in saving lives,&rdquo; said Dr. Julie Maggi, a psychiatrist and board member of CDPG, and a contributor to the study. &ldquo;We hope this latest evidence will encourage the government to act expeditiously to implement the Red Flag Law.&rdquo;<br />&nbsp;<br />Gun lobby advocacy and disinformation continue to cloud the future of Canadian gun control laws, particularly given Conservative Leader Pierre Poilievre&rsquo;s promise to repeal recent federal measures such as a national freeze on handguns, stronger background checks, the Red Flag Law, and a ban on more than 1,500 types of semi-automatic assault-style weapons, guns Mr. Poilievre has claimed are regular &ldquo;hunting rifles&rdquo;.<br />&nbsp;<br />Among the assault weapons the federal government has already banned through C-21 and the 2020 Order in Council are guns used in some of the worst mass shootings in Canada's history. These are firearms capable of killing many people in mere moments.<br />&nbsp;<br />While our country may fare well compared with the United States, we rank 9th in firearm mortality among 36 nations of the Organization for Economic Cooperation and Development.&nbsp;Most mass shootings here are committed by legal gun owners or with guns diverted from legal sources, and RCMP Deputy Commissioner Mark Flynn noted in Senate Committee testimony on Bill C-21 that, regarding crime guns, &ldquo;through our tracing efforts, 69 per cent of those firearms were deemed to have legally been imported or manufactured in Canada.&rdquo;<br />&nbsp;<br />&ldquo;What this broad, international scope of evidence tells us is that policymakers need to follow the science in order to save lives from firearm violence,&rdquo; said Dr. Matt Strickland, an Edmonton-based trauma surgeon and board member of CDPG. &ldquo;What the experience from other countries also tells us is that it is possible to maintain hunting cultures and protect our loved ones from preventable injury and death.&rdquo;<br />&nbsp;<br />-30-<br /><br /><u>About Canadian Doctors for Protection from Guns</u><br />Canadian Doctors for Protection from Guns (CDPG) is a grassroots organization concerned about the increasing public health impact of firearms. Entrenchment of the assault weapons ban, action on high-capacity magazines, and ending the purchase, transfer, and sale of new handguns across the country all reflect the advice from the health care community  [...] ]]></description><content:encoded><![CDATA[<div class="paragraph" style="text-align:left;">Toronto, May 30, 2022 &ndash; Canadian Doctors for Protection from Guns (CDPG) is welcoming the announcement of new firearm legislation by Prime Minister Justin Trudeau and Minister of Public Safety Marco Mendicino today as another important step in protecting public health and well-being. Entrenchment of the assault weapons ban, action on high-capacity magazines, and ending the purchase, transfer, and sale of new handguns across the country all reflect the advice from the health care community that these weapons are an unnecessary risk to our communities.<br /><br />&ldquo;Reducing access to handguns and banning assault weapons are evidence-based measures that will save lives,&rdquo; said Dr. Najma Ahmed, co-Chair of CDPG and Professor of Surgery, Temerty Faculty of Medicine at the University of Toronto. "I was the on-call surgeon the night of the Danforth shooting in 2018, an act committed in Toronto with a handgun originating in Saskatchewan. I will never forget that night. My colleagues and I have seen too many lives cut short or forever changed by the bullet from a gun and it is why we created Canadian Doctors for Protection from Guns in 2019.&rdquo;<br /><br />Shortly after CDPG was formed, physicians and other health workers rallied in cities across the country to call for a national ban on handguns and assault weapons. More than 15 health care associations including the Canadian Medical Association have since echoed this call. Today&rsquo;s announcement is a win for public health advocacy.<br /><br />&ldquo;Gun injury is a public health issue,&rdquo; said&nbsp;<span>Dr. Kirstin Weerdenburg,</span> Pediatric Emergency Physician and Trauma Team Leader at IWK Health in Halifax. &ldquo;I am proud of my colleagues such as Dr. David Mulder and Dr. Alan Drummond who have been advocating for action on gun control for decades.&rdquo;<br />&nbsp;<br />While there are many details to be reviewed in the legislation and this is undeniably an important step, there is much work left to do, including expanding direct federal support for community-led initiatives that address social determinants of gun violence &ndash; poverty and racism among them, and identifying new ways to reduce the smuggling of guns into Canada from the United States.<br /><br />More than 75% of gun deaths in Canada are suicides and the science is very clear that restricting access to lethal means will save lives, particularly because most people who survive a suicide attempt do not try again, and the risk of a completed suicide with a gun is very likely. In addition, the arming of hate is an increasing cause for concern, as evidenced by the seizure of guns in Coutts, Alberta in February. We are concerned there is does not appear to be a clearer &ldquo;red flag law&rdquo; mechanism to quickly remove guns from someone who may be a risk to themselves or others in these contexts. We look forward to more direct engagement with Minister Mendicino on this subject.<br /><br />CDPG has also advocated for a national firearms research and policy centre, a proposal that was the first recommendation in the Standing Committee on Public Safety and National Security&rsquo;s report on gun control this spring. Unfortunately, this too is not included. While some of our members have contributed to recent, important studies on gun injury and death in Canada, the government and public would benefit from better understanding the full breadth of the issue and to study existing and potential policies that will save lives and reduce harm from guns.&nbsp;<br /><br />&ldquo;The two most recent mass shootings in the United States &ndash; targeting the black community in Buffalo and children in Uvalde &ndash; are yet another wake-up call for Canadians to not only remain vigilant in our commitment to firearm restrictions but to work to strengthen policies and address social determinants that will reduce gun injury and death,&rdquo; said Dr. Julie Maggi, CDPG co-founder and Assistant Professor, Department of Psychiatry, Temerty Faculty of Medicine at the University of Toronto.<br /><br />While Canada&rsquo;s rate of gun death is fortunately much lower than that of the United States, we compare much less favourably to other peer countries. In fact, our age-adjusted firearm mortality rate is 5th highest among 23 countries in the Organization for Economic Cooperation and Development. In your current platform, there are promising items on which we agree &ndash; reducing the smuggling of guns into Canada and the increasing of mental health supports.</span><br /><span style="color:rgb(42, 42, 42)">&nbsp;</span><br /><span style="color:rgb(42, 42, 42)">Yet, you have allowed the gun lobby to derail your platform on gun violence as well as your political campaign. The fact is no serious plan to prevent gun violence can include a path to making more than 1,500 semi-automatic assault weapons legal again. These are guns that have the capacity to kill and injure many people in mere moments. Canada is not unfamiliar with these scenes. Banning these guns will save lives. Nor should a serious plan include a proposal to weaken background checks on new gun purchasers, as your commitment to repealing Bill C-71 would do. Certainly, no serious plan promises further changes in consultation with gun manufacturers without acknowledging survivors, physicians, and community advocates. &nbsp;</span><br /><span style="color:rgb(42, 42, 42)">Gun injury and death are an increasing public health issue in Canada. Consider, Canada ranks 5th among 23 peer countries of the Organization for Economic Cooperation and Development for age-adjusted firearm mortality, and our mortality rate is 3 times that of Australia and The Netherlands and 8 times that of the United Kingdom and Japan. This issue demands comprehensive, evidence-based policy that takes a harm prevention approach to reducing gun injury and death; 17 health care organization, including the Canadian Medical Association, support this approach.</span><br /><span style="color:rgb(42, 42, 42)">&nbsp;</span><br /><span style="color:rgb(42, 42, 42)">While shootings in cities, often involving gangs, dominate much of the discourse on this subject these incidents are a tragic but very small proportion of the total number of gun fatalities. Suicides make up approximately 75% of gun deaths, the majority of those being men living in rural areas. Guns are also the most common reported means of killing women and girls in Canada. Accidental shootings, sometimes involving children, happen too. And of course, Canada is not immune to mass shooting events. In addition, for every victim of a gun wound who does not survive, three more suffer long-term injury or mental health impacts.</span><br /><span style="color:rgb(42, 42, 42)">&nbsp;</span><br /><span style="color:rgb(42, 42, 42)">Finally, and in the face of these facts, it is concerning that you and your team continue to align your gun control policy with discredited Canadian gun lobby groups and their disturbing rhetoric and tactics. Our colleagues throughout the medical community were appalled when the Canadian Coalition for Firearm Rights attempted to smear the reputation of our colleague and CDPG co-founder, Dr. Najma Ahmed in 2019 with a coordinated campaign of ethics complaints directed at her professional college. The College dismissed these complaints as vexatious and an abuse of process. Since then, spokespeople for both CCFR and the National Firearms Association have repeatedly attacked our members. There cannot be a rational and civil discussion on gun control under these circumstances.</span><br /><span style="color:rgb(42, 42, 42)">&nbsp;</span><br /><span style="color:rgb(42, 42, 42)">Mr. O&rsquo;Toole, we must do more to protect our families and communities from gun injury and death. A wide body of evidence suggests this can be achieved through restricting access to guns, among other measures such as addressing the social determinants of health. As physicians and citizens, we implore you to act decisively and be guided by the evidence. The scientific literature from around the world is very clear: removing semi-automatic assault weapons from society and reducing access to guns generally is proven to save lives.</span></div>  <div>  <!--BLOG_SUMMARY_END--></div>  <div class="paragraph"><span style="color:rgb(42, 42, 42)">Mr. O&rsquo;Toole has only committed to studying the ban as part of a review of the classification system of firearms. Yet, on page 90 of the Conservative Party platform, he commits specifically to consulting with gun manufacturers and gun owners. There is no such mention of survivors, physicians, women, anti-hate researchers, scientists, or academics.</span><br /><span style="color:rgb(42, 42, 42)">&nbsp;</span><br /><span style="color:rgb(42, 42, 42)">Mr. O&rsquo;Toole also noted yesterday that he is committed to taking the &ldquo;politics&rdquo; out of gun control. Yet he has ignored our repeated requests that he distance himself from gun lobby politics. Organizations including the Canadian Coalition for Firearm Rights (CCFR) and the National Firearm Association that have continuously and vituperatively harassed our members, including an organized campaign by the CCFR to smear the professional reputation of a physician, later deemed an abuse of process by her professional regulator.</span><br /><span style="color:rgb(42, 42, 42)">&nbsp;</span><br /><span style="color:rgb(42, 42, 42)">Finally, and also on page 90 of the Conservative platform, Mr. O&rsquo;Toole has committed to repealing Bill C-71, legislation that, among other important measures, strengthens background checks on new gun purchasers. As with all the gun control measures Mr. O&rsquo;Toole intends to roll back, these policies enjoy widespread public and stakeholder support.</span><br /><span style="color:rgb(42, 42, 42)">&nbsp;</span><br /><span style="color:rgb(42, 42, 42)">Gun injury and death represent an increasingly important and complex public health issue in Canada. As we know from other public health issues, including on climate change and vaccination, policy makers must take evidence-based and comprehensive measures focused on prevention, including addressing social determinants such as poverty and racism and the importation of illegal guns. Restricting access to guns, including semi-automatic assault weapons, must be part of that equation. The evidence is very clear that such bans save lives. Conversely, reversing such a ban would have tragic consequences. A study released earlier this year noted 30 mass shootings could have been prevented in the United States had that country maintained its assault weapons ban in place from 1994-2004 that was left to expire by the NRA-backed Bush administration -</span><br /><a href="https://publichealth.jmir.org/2021/4/e26042">JMIR Public Health and Surveillance - Impact of Firearm Surveillance on Gun Control Policy: Regression Discontinuity Analysis</a><span style="color:rgb(42, 42, 42)">.</span><br /><span style="color:rgb(42, 42, 42)">&nbsp;</span><br /><span style="color:rgb(42, 42, 42)">CDPG is also supportive of measures announced in the Liberal Party platform to re-introduce a &ldquo;red flag&rdquo; law&rdquo; to allow for the immediate removal of guns from someone who may be at risk to themselves or others, as well as measures to address high-capacity magazines, gun smuggling, and handguns. However, our organization continues to stress the need for a national handgun ban. More work must also be done at the community level on the social determinants of health. For every gun death in Canada there are many more victims whose lives are saved but suffer long-term physical and mental health&nbsp;</span><a href="https://na01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.cmajopen.ca%2Fcontent%2F8%2F3%2FE469.full&amp;data=04%7C01%7C%7C3d9cd7f0da7a4f278b8808d961833234%7C84df9e7fe9f640afb435aaaaaaaaaaaa%7C1%7C0%7C637648038373548317%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&amp;sdata=2%2BP2qJFcUOd%2FLiW33%2ByFNaxPky2hcPpBIePe74%2FGNMw%3D&amp;reserved=0" target="_blank">consequences</a><span style="color:rgb(42, 42, 42)">, a 2020 study made clear.&nbsp; &nbsp;&nbsp;</span><br /><br /><span style="color:rgb(42, 42, 42)">&ldquo;This is unacceptable and preventable harm,&rdquo; said Dr. Najma Ahmed, a trauma surgeon and co-founder of Canadian Doctors for Protection from Guns. &ldquo;Over the next five weeks, we will be seeking strong commitments from all candidates to take an evidence-based, public health approach to reducing gun injury and death in Canada.&rdquo;&nbsp;</span><br /><br /><span style="color:rgb(42, 42, 42)">Advocacy for policies and legislation to reduce gun violence has helped generate political action on banning assault weapons, strengthening background checks, and supporting community programs that address social determinants of gun violence such as poverty and racism. Earlier this year, legislation was introduced that would have empowered municipalities to ban handguns and create a &ldquo;red flag&rdquo; law in order to remove guns from people at risk to themselves or others, yet C-21 did not pass before the election.</span><br /><br /><span style="color:rgb(42, 42, 42)">Canada&rsquo;s next government will have to go further to significantly reduce the threat of gun injury and death. This will include standing up to our country&rsquo;s NRA-style gun lobby. CDPG is encouraging its members to seek commitments from all major parties and candidates for the following:</span><br /><br /><span style="color:rgb(42, 42, 42)">- A national ban on handguns</span><br /><span style="color:rgb(42, 42, 42)">-&nbsp;A red flag law backed by supports for women confronting abuse and for those dealing with mental health challenges</span><br /><span style="color:rgb(42, 42, 42)">- The creation of a national firearms research and policy centre</span><br /><span style="color:rgb(42, 42, 42)">- A national strategy backed by appropriate funds to address social determinants of gun violence</span><br /><span style="color:rgb(42, 42, 42)">- Legislation to enshrine the 2019 Order-in-Council ban on semi-automatic assault weapons, including an effective buyback program, and evergreening mechanism to prevent similar guns from coming to market&nbsp; &nbsp;</span><br /><span style="color:rgb(42, 42, 42)">- Measures to prevent the smuggling of firearms from other countries</span><br /><span style="color:rgb(42, 42, 42)">- &#8203;A harm-reduction approach to the advertisement and sale of guns &nbsp;</span><br /><br /><span style="color:rgb(42, 42, 42)">&ldquo;This election offers the potential to open a new era for public safety and gun control,&rdquo; added Dr. Ahmed. &ldquo;More work has to be done to catch up to many of our peer nations on preventing firearm-related injury and death.&rdquo;</span><br /><span style="color:rgb(42, 42, 42)">&nbsp;</span><br /><span style="color:rgb(42, 42, 42)">-30-</span><br /><br /><u style="color:rgb(42, 42, 42)">About Canadian Doctors for Protection from Guns</u><br /><span style="color:rgb(42, 42, 42)">Canadian Doctors for Protection from Guns (CDPG) is a grassroots organization concerned about the increasing public health impact of firearms.
